ESV Dr. Bumie Samuel Ovuru is a Registered Estate Surveyor and Valuer, an Environmentalist, a Public Administrator, a Professional Leader, and a Professional Manager. He holds a Bachelor of Technology Degree in Estate Management, a Master of Public Administration, and Ph.D. in Political Science and Public Administration. He is an accomplished professional and is a Fellow of many professional bodies among which are the Nigerian Institution of Estate Surveyors and Valuers, Safety and Emergency Response Ready Global Institute, Professional Leadership Practitioners Institute, Institute Management Consultants, Centre for African American Research Studies, and the Institute of Registered Administrative Managers of Nigeria. He is a Lead Auditor of ISO 14001:2015 – Environmental Management Systems. He is  also the Chairman of the Campus Beautification and Maintenance Committee and the Chairman of the Internally Generated Revenue Committee of the Institute. He was previously the Head of Examinations and Records Department, Human Resources Administration Department, and Estate Services Department.

ESV Dr. Bumie S. Ovuru is responsible for overseeing the overall technical, administrative, and management of the infrastructural activities of the Institute. He guides the Heads of Departments and Staff in the Directorate to implement institutional directives and policies relating to building codes, Public Procurement Act 2007, and the Financial Regulations 2009. Due to his direct dealings with the staff of the Directorate there is significant reduction in response time to Estate Services request of minor works and maintenance.

He is an Eminent Peace Ambassador of the International Association of World Peace Advocate – the United Nations Peace Volunteers, A Justice of Peace of the Federal Republic of Nigeria, and a recipient of African Environmental Ambassador Award from the African Cleanup Initiative for 2024.
