INVITATION FOR EXPRESSION OF INTEREST FOR THE LEASE OF THE PTI GUESTS CHALETS BLOCK “A” AND “B” AND THE RESTAURANT AT THE PTI CONFERENCE CENTRE COMPLEX
The Petroleum Training Institute (PTI) located in Effurun near the city of warri, was set up by Act No. 37 of 1972, as amended Act No. 52 of 1975, now known as the Petroleum Training Institute Act, Chapter P 16, laws of the Federation of Nigeria (Revised) Act 2004, with the objective of providing courses of instruction, training and research in oil and gas technology and to develop technologists and technicians and such other personnel normally required for the oil and gas industry.
1.1 PTI CONFERENCE CENTRE COMPLEX
The PTI Conference Centre complex was setup to provide training infrastructure for higher cadre of personnel in the oil and gas centre and Allied Companies; It is located along the DSC/NPA dual carriage way, five minutes drive from the Osubi Airport. The Conference Centre provides forum for Seminar, Conferences, Symposia, Short Courses and Workshops.
It also has the following facilities:
An ultra-modern conference hall with a capacity of sitting 600 persons, fully equipped with
Central Air-Condition system
A spacious stage with adjoining dressing rooms and facilities for overhead projector,
A full range of audio/visual equipment including close-circuit television facilities,
A spacious exhibition gallery
Lecture and syndicate rooms
Simultaneous translation equipment
Equipped Restaurant and Bar of International Standard capable of sitting300 guests
Furnished Guests Chalets and Suites
A Staff Club with the following facilities:
An open dancing hall/bar equipped to sit 200 guests
A multi-purpose hall for indoor games
Two squash courts
Lecture and Syndicate rooms
An open air bar
A water Reservoir to ensure constant water supply
Spacious car parks
Satellites Television Facilities.
In a bid to reposition its business, the PTI wishes to lease the Guests ‘Chalets Blocks “A” and “B” (with 94 Ensuite bedrooms, 3 Mini Suites and 4 Suites) and 300 sitting capacity restaurant to reputable hospitality, tourism companies or reputable hoteliers to manage. The Institute’s Management intends that the lease shall be on the basis of “As Is, Where Is”, Interested Companies are expected to carry out detailed inspection of the facilities and determine the level of funds to be injected to make it function optimally before bidding.
Please note that all renovations and maintenance shall be the responsibility of the successful bidder. The lease shall be for a period of five (5)years in the first instance, renewable subject to agreement by both parties.
Interested companies will be pre-qualified upon submission of the following documents:
Evidence of Registration with Corporate Affairs Commission.
Company profile with detailed evidence of previous experiences of principal and key personnel including their capabilities, academic/professional-qualifications
Evidence of financial capability bank support
Evidence of VAT registration and past remittances
Evidence of company audited account for the past three(3)years
Company’s QA/QC policy
Relevant and verifiable cognate experience in the hospitality, tourism or hotel business in the last three years
Submit expression of interest to lease the Guest Chalets and Restaurant.
METHOD OF APPLICATION
Companies that are interested in the lease of the facility should submit their Expression Of Interest including all documents listed in paragraph 2.0 above to: THE HEAD, Procurement Department, Petroleum Training Institute, P.M.B.20, Effurun, Delta State.
The closing date for submission of bids for expression of interest is six (6) weeks from the date of publication.
PRE-QUALIFICATION AND BIDDING
Companies that meet the minimum requirements shall be invited for inspection of the facilities between 16th- 20th October, 2017. After the inspection, all pre-qualified companies shall be invited to collect bid documents on the payment of the sum of N50,000.00 (Fifty thousand Naira) only. All bids must be submitted on or before 1.00PM on 27th October, 2017. The bid documents submitted by the interested bidders will be opened publicly on Tuesday, 31st October, 2017, at 2.00pm in the Institute’s Council Chamber. Prospective bidders, interested members of the public and non-governmental organizations are hereby invited to witness the opening of the tender bids on the date stated above. Successful bidder should be prepared to pledge not to offer bribe/inducement to any staff of the institute, as the Federal Government Anti-corruption Law is still very much in force.
Compliance with section 16(6) d of the Public Procurement Act 2007 by bidders in fulfilling pension obligations to their employees is necessary.
PTI Management reserves the right to accept or reject any tender wholly or partly and is not bound to accept the highest or lowest bidder.
